RECONSTITUTION OF PARISH PASTORAL COUNCIL

SEVEN PHASES IN A NUTSHELL
FIRST PHASE: PLANNING AND ORGANISING BY THE MAIN ELECTION TEAM (MET)

The Main Election Team (MET henceforth) is Responsible for the entire process of Reconstitution of the Parish Pastoral Council — Planning, Organization and Implementation.

COMPOSITION OF THE MAIN ELECTION TEAM

PPC Executive committee + Others, if needed (From PPC or outside PPC)
Parish Priest is the Convenor
Secretary of Parish Pastoral Council is the Secretary of MET

TASKS OF MET

  1. To draw a plan for the whole Reconstitution Process
  2. To Form and Train Teams for Ward Wise Animation
  3. To see to the Execution of the Plan and to Monitor and Evaluate the process whenever needed.
  4. To Report about the progress to the Dean, Episcopal Vicar and the Diocesan Pastoral Secretariat.

 SECOND PHASE: CONSCIENTISATION AND MOTIVATION 

  1. PARISH LEVEL

Awareness and Motivation through Homilies, Sermons, Write-Ups, Awareness Programmes at Novenas, etc

  1. SOMUDAI/WARD LEVEL

Awareness and Motivation through Awareness Programmes/Sessions in all Somudais/Wards.

THIRD PHASE: PREPARATION OF TEAMS

  1. COMPOSITION OF THE WARD TEAMS

Choose those with Animation and Conducting Skills e.g. Teachers, Catechists, etc.

One member of MET could be part of each Team.

  1. TASKS OF WARDWISE ANIMATION TEAMS

To visit the Families, to arrange the place for Sessions, to conduct Awareness Programme/Session in the Ward/Somudai

  1. TASKS OF WARDWISE ELECTION TEAM

To conduct the Election in the Ward/Somudai in a Fair, Dignified and Prayerful Atmosphere.

To prepare a report and forward it to the Parish Priest/MET.

 

FOURTH PHASE: CHOICE OF REPRESENTATIVES

(FIRST ROUND OF ELECTION)

  1. REPRESENTATIVES ELECTED BY SOMUDAI/WARD
  2. The Wardwise Election Team conducts the Election in each Somudai/Ward on a scheduled day and time.
  3. Every Parishioner of that particular Somudai/Ward, and of at least 18 years of age, is eligible to vote.
  • The Main Election Team will be the final arbitrator in all disputed cases.
  1. REPRESENTATIVES FROM THE UNITS OF DIOCESAN BODIES AND FROM ASSOCIATIONS AND MOVEMENTS
  2. The Main Election Team meets the Executive Committees of all the Units of Diocesan Bodies and of the Associations and Movements in the Parish.
  3. They are made aware of their Responsibilities and Role in the life of the Parish.
  • They are requested to send their Presidents/Heads for the Formation Sessions in view of their representation as Ex-Officio members of the Council.

 

  1. REPRESENTATIVES CHOSEN BY THE PARISH PRIEST IN VIEW OF NOMINATION

The Parish Priest requests some persons to come for the Formation Sessions to consider them later on for his choice of Nominated Members as per the provision made in the respective Constitution.

 

FIFTH PHASE: FORMATION OF REPRESENTATIVES

  1. Once the list of all the representatives is ready, the entire group undergoes a programme of intense Formation.
  2. The MET is responsible to organize the entire programme of Formation as laid out by the Diocesan Body responsible for the Parish Pastoral Councils (i.e. Diocesan Pastoral Secretariat).
  • Each Session of Formation could have: PRAYER-INPUT-GROUP DISCUSSION­FELLOWSHIP-FOLLOW
  1. It is expected that the chosen representatives attend at least 80% of the Formation Sessions to be eligible for the second round of election.

 

SIXTH PHASE: THE MEMBERS OF THE COUNCIL

(SECOND ROUND OF ELECTION)

  1. Recollection for all the Representatives.
  2. At the end of the Recollection, the membership of the Council is finalised by:
  3. Electing the members of the Council from among the Representatives of the Somudais/Wards (Second Round of Election) by Secret Ballot voted by All the representatives present;
  4. Declaring the list of the Ex-Officio members of the Council;
  5. The Parish Priest making his nomination to the Council.
  • Prepare a detailed Report of the Reconstitution Process to be given to the Dean for his NOC and also to keep for your Records/Archives.

 

SEVENTH PHASE: INAUGURATION OF THE PARISH PASTORAL COUNCIL

  1. After the membership is finalized, the Main Election Team prepares a complete Report of the Reconstitution Process along with the names of the members and the Dean’s NOC.
  2. The Parish Priest submits the report to the respective Episcopal Vicar and requests his authorization to inaugurate the Reconstituted Council.
  • The Episcopal Vicar, on being satisfied with the compliance of the procedures, in consultation with the Diocesan Pastoral Secretariat, issues a Decree of Reconstitution.
  1. The Inauguration of the Council takes place after the issuance of this Decree on an appropriate The whole Parish is prepared and a meaningful Liturgy is planned and organized for the occasion.
  2. The new Executive Committee is elected on the day of Inauguration by Secret Ballot following the guidelines laid down. This Election is conducted by the Dean or his Delegate.
